Why Change Is Outpacing Absorption Capacity

A field synthesis from 203 working conversations with executives at 124 U.S. companies on the conditions that determine whether solutions become change, and a reusable unit for measuring them.

Between May and August 2026, Latent Variables held 203 working conversations with senior leaders at 124 U.S. companies through the course of the lab’s work, including relationships that continued across multiple sessions and hands-on applied work inside the organization.

We later reviewed notes and working records to identify recurring operating conditions. This brief reports a field synthesis, not a representative market survey. These were not standardized research interviews, and the leaders were not recruited into a study. It includes no quotations, company names, or identifiable accounts from the working conversations.

Repeated meetings with the same team were combined into a single thread. One thread lacked sufficient notes for review, leaving 199 working-conversation threads as the base for all frequencies. We counted only a leader’s specific account of conditions inside their own organization. We excluded all statements made by our team and agreement that added no organizational detail. The resulting frequencies show how often a condition appeared in this working record. They do not estimate prevalence across U.S. companies.

AI has reduced the effort required to create software, automate a task, configure an agent, or build a narrow internal tool. Microsoft reported that active Microsoft 365 agents increased fifteenfold during 2025 and eighteenfold in large enterprises. HEINEKEN described employees creating more than 45,000 agents on its internal AI platform, while Network Rail reported more than 4,000 employee-built applications. These examples do not establish a market rate, but they show that solution creation no longer sits only with central projects and technology groups.

A new application may replace a process, add a step, alter an approval, redirect an exception, or remain unused. Administrative systems can count applications, agents, runs, and users, but they generally cannot show how many distinct changes reached a team, which existing practice each displaced, or whether the new practice persisted.

Those measures count artifacts or activity, not changes to work.

Latent Variables’ own usage records show the same direction: we have seen a rapid increase in locally initiated agents, tools, and workflow changes within active work. We do not yet have a stable denominator that would support a market claim, so we treat this evidence as directional.

A later publication will define and track internally initiated changes to work by origin, affected workflow and population, the work they replace, and their persistence over time.

This brief examines the other side of that expansion: the organizations receiving the solutions. The 203 working conversations did not ask leaders to estimate solution volume, but they documented conditions that determine whether additional solutions become coherent changes to work.

Four recurring conditions in receiving organizations

New solutions enter organizations with an incomplete view of current work

In 102 of 199 threads, or 51 percent, leaders described at least one failure in the information layer used to understand their organization. The most common form was an observability gap. It appeared in 67 threads, or 34 percent. Leaders described processes that took months to map, different local practices behind one formal policy, functional metrics that did not explain the end-to-end result, and programs with no owner who could describe the full workflow.

Listening problems formed a related subset. In 59 threads, or 30 percent, leaders described at least one failure in how the organization gathered or used employee input. Twenty-eight distrusted their own engagement data. Twenty-five said official channels missed people whose behavior would affect the outcome. Fourteen described diagnoses based on a narrow set of informal conversations. Twelve said employees had supplied input without seeing action, which reduced the value of later requests for input.

This condition affects how an organization evaluates a proposed solution because teams need to know the actual workflow, the local variants, the exception paths, and the reasons for current behavior.

Without that baseline, a new tool can automate the documented process while leaving the operative process unchanged. It can also remove an informal workaround without replacing the function that workaround served.

The data does not imply that every organization lacks documentation. It shows that many leaders questioned whether formal documentation described daily work closely enough to guide change.

Solution abundance raises the consequence of that uncertainty because more teams can act on an incomplete map at the same time.

Solutions arrive inside a congested change portfolio

In 48 threads, or 24 percent, leaders described several major changes running concurrently. The examples included system implementations, integrations, AI programs, restructurings, operating-model changes, and cost programs reaching the same teams during the same period.

No working conversation produced an example of a reliable organization-wide mechanism for calculating the combined load on a given population.

Mergers, acquisitions, carve-outs, and roll-ups anchored 47 threads, also 24 percent. Sponsor-owned companies sometimes added compressed ownership timelines. When integration, ownership-timeline compression, and concurrent major changes are combined, 77 threads, or 39 percent, contained at least one demand-side pressure.

The overlap matters. Concurrent change appeared 1.7 times as often as chance would predict in threads that also involved M&A. Reports of missed voices appeared 1.9 times as often in the M&A threads. Distrust of employee data appeared 1.7 times as often. These are associations within this working record, not causal estimates. They indicate that the organizations carrying high integration loads were often the same organizations reporting weak visibility and listening.

Solution abundance adds smaller interventions to this portfolio. A locally built agent or automation may look immaterial beside an enterprise implementation. Its effect depends on where it lands. Several small changes can alter the same handoff, role, or approval path.

Organizations that track only named programs can miss that cumulative load.

The same problem appears in an M&A integration, system implementation, or operating-model change when one named program produces different behavioral shifts across roles, locations, and exception paths.

Implementation capacity is not rising with solution supply

In 33 threads, or 17 percent, leaders described change capacity as scarce, reduced, or newly established. Some organizations had cut practitioners or budgets during active integration, some had never built a dedicated capability, and others were standing up their first formal change function. Across these situations, capacity remained below the work leaders expected it to absorb.

Eighteen threads contained both rising demand and constrained capacity. Capacity constraints also appeared 1.8 times as often as chance would predict in threads that described concurrent change. This combination places more responsibility on operational managers. They must interpret the change, answer exceptions, preserve output, and determine which local practices should stop.

AI can reduce effort in parts of that work. It can summarize input, produce draft materials, generate code, and help a team test an intervention.

Those gains do not assign decision rights, settle competing objectives, or create time for adoption.

They may also increase the number of proposals that reach the organization. The relevant capacity question therefore concerns the full path from creation to sustained use, rather than the effort required to produce a solution.

Authority to alter work is spreading faster than visibility over the changes

The working conversations contain evidence of distributed creation, but they do not provide a reliable count of internally created microchanges. The information-layer and portfolio findings show why that measurement matters: leaders frequently lacked both a current view of how work occurred and a combined view of the changes reaching a team. When more employees and functions can create tools, agents, automations, and local procedures, those two visibility problems converge.

The management layer becomes a key control point. Seventeen threads, or 9 percent, contained a resistance pattern below the executive team. Twelve described managers expressing agreement while withdrawing support informally. Five described behavior the leader considered deliberate obstruction. Four described teams waiting for an initiative to pass. These counts are small and should remain small in the interpretation. They show that implementation can turn on local authority and reinforcement even when executive approval is clear.

Distributed authority does not require centralized approval for every local improvement, but it does require a record of material changes, clear ownership, and a lifecycle. Without those controls, organizations can accumulate duplicate agents, conflicting rules, unsupported automations, and old processes that continue beside their supposed replacements.

Technical inventories may show that an agent exists, but they do not necessarily show which work changed because of it.

The working conversations indicate that this is an operating visibility problem, not only a technical inventory problem.

A practical unit for the shadow portfolio

The change to work (CTW)

In our platform, Latent Variables uses a unit of analysis called a change to work. One unit is the smallest material shift that requires a defined population, under materially similar operating conditions, to perform one observable behavior differently. That behavior may involve a task, handoff, decision, approval, exception path, tool, source of information, or assignment of responsibility.

The unit is deliberately smaller than a project or solution. One system implementation can contain dozens of changes to work. A locally created agent can create several if it changes the behavior of analysts, managers, and an exception owner in different ways.

An artifact that never changes behavior does not yet count as a change to work.

This approach has helped us separate the amount of technology entering an organization from the amount of adaptation the organization must manage. We share it because leaders can use the unit without adopting a new change-management methodology or working with our lab.

Anticipated impact is only the starting point. The card develops into a living operating record that incorporates undocumented variants, encounter frequency, concurrent load, replacement status, and persistence as evidence emerges.

What counts as one unit

The unit follows the required behavior, not the project boundary. If the same population must perform the same behavior under substantially similar operating conditions, we treat it as one unit. If one solution requires different behaviors from different roles, or if the same behavior meets materially different local conditions, we separate the units.

For example, an AI tool for invoice exceptions might appear as one deployment in the technology portfolio. In the operating record, it could contain separate units for analysts classifying an exception, supervisors approving a high-risk case, and finance operations resolving an output the tool cannot classify. A region with a different regulatory handoff may require another unit because the receiving conditions and exception path differ.

The same rule applies outside AI. In an M&A integration, a broad objective such as “standardize procurement” separates into units for requesting, approving, sourcing, and resolving exceptions wherever different populations or operating conditions require different behavior.

We apply four practical counting rules.

It identifies the population expected to perform that behavior.

It records the existing practice that should stop, change, or remain.

4)

It separates materially different local realities instead of averaging them into one enterprise description.

A reusable change-to-work card

The following card provides a minimum useful record. Leaders can complete one for each material unit and group the cards by population, workflow, location, and implementation period.

The card prevents a common measurement error.

A change affecting twelve specialists once a quarter should not carry the same operating weight as a new decision path used daily across one hundred sites.

Both count as one unit, but their exposure, adaptation burden, coordination requirements, and local variation differ.

How to quantify changes

We use two layers of measurement. The first is a count of distinct change-to-work units. The second is a profile of the load created by each unit. Keeping the layers separate avoids treating every unit as equivalent while preserving a common structure across different types of change.

Exposure provides the simplest scale measure. Multiply the number of people in scope by the expected number of encounters with the changed behavior during a defined period. Then rate three forms of adaptation from 1 to 3: distance from the current behavior, coordination across roles or functions, and variation across local operating contexts. The average of those three ratings creates a relative adaptation-burden score.

An organization that needs one portfolio measure can multiply exposure by the adaptation-burden score and sum the result for every unit reaching the same population during the same period. The result is an internal relative-load index. It should not be used as a universal benchmark because the ratings require calibration to the organization’s own work, risk, and operating environment. Business criticality should remain a separate flag so a low-frequency safety or compliance change does not disappear inside a volume calculation.

Persistence completes the unit.

Usage data may show that a tool remains active, but it does not establish that the intended behavior replaced the prior practice. The operating record should test whether the new behavior appears in actual work, whether exception volume changes, whether local workarounds remain, and whether the unit still holds after launch support declines.

How Latent Variables applies the unit at scale

The difficult part is not designing the card but establishing the units across a large or distributed organization, because formal plans usually describe the intended change but rarely contain every local exception, informal dependency, or variation in how the work currently occurs.

Latent Variables starts with the transformation decision and the existing plan, process maps, and operating evidence. Adaptive voice conversations then surface the human constraints, local exceptions, and unknown conditions across each population in scope. The lab connects each material finding to the change-to-work unit and the decision it affects. Repeated conversations preserve context and show whether the intervention is landing, where the unit has diverged locally, and whether the changed behavior persists.

Organizations can use the change-to-work card directly. Where the affected population is too large or varied for manual mapping, Latent Variables can help establish and measure the units, beginning with one transformation decision in planning or execution.

The working record

The 124 companies span thirteen industry groups and a broad range of organizational sizes and ownership structures. The center of gravity is the mid-market and mid-enterprise range. Seventy-one companies, or 57 percent, employed between 500 and 10,000 people. The seniority profile reflects leaders who own transformation and operating change. The top contact was a vice president or above at 67 percent of companies, including 32 C-suite contacts.

Forty-one companies engaged across multiple sessions and accounted for a majority of the 203 working conversations. More than a dozen relationships included working sessions or hands-on applied work. The corpus therefore mixes initial working conversations with deeper operating contexts. This variation makes the counts conservative because some early discussions did not reach operating detail. Fifty-eight of the 199 reviewed threads contained none of the coded conditions.

2How we developed this field synthesis+

The review used a defined set of operating conditions: observability gaps; distrust of engagement data; missed voices; diagnoses built on narrow input; input without visible action; management-layer resistance; deliberate obstruction; teams waiting initiatives out; M&A triggers; compressed ownership timelines; concurrent change; and scarce, reduced, or newly established change capacity.

We conducted an AI-assisted review, counting a condition only when a leader described a specific situation inside their own organization. We then checked a random sample of 40 notes for systematic discrepancies. Because edge-case hallucination remains possible, ambiguous references were not counted. Multiple sessions with the same team were combined before counting. Frequencies should be read as floors because leaders raised topics selectively and early working conversations often remained at a general level.

The corpus has known selection effects. Some of the companies are choosing to work with a research lab on organizational change and related operating questions. The lab’s work is weighted toward integrations and companies already managing active change. Company size and ownership categories use best-available classifications. Each thread received one primary review rather than an independent second coding pass. These limitations prevent population-level claims.

Latent Variables also has a commercial interest in better organizational listening and applied research. Readers should consider that interest when evaluating the interpretation. The quantitative claims in this brief remain limited to the leaders’ accounts in the working record. External market claims rely on the sources listed below.
